Why Reports & Documents are useful
The Senate and House of Representatives release several kinds of documents that can be very useful to those who are interested in the "whys" behind bills and laws.
A few definitions
A few definitions might be handy for those who have never dealt with these kinds of documents:
- Bills, Joint Resolutions, Concurrent Resolutions, Simple Resolutions
- Reported Bills (includes Contents of Reports, Filing of Reports, Availability of Reports and Hearings)

According to the government's numbering system, Senate and House Reports, Resolutions, Joint Resolutions, and Miscellaneous Documents will all begin with the sequence "Y1".
